2025年4月和9月，十四届全国人大常委会第十五次、第十七次会议对国家发展规划法草案先后进行了两次审议。常委会组成人员普遍认为，草案贯彻落实党中央决策部署，贯彻遵循体现习近平总书记关于发展战略和规划的重要论述精神，贯彻遵循体现宪法有关规定、原则和精神，将多年来形成的成功经验和有益做法转化为法律制度，有利于在法治轨道上推进国家发展规划相关工作，推进国家治理体系和治理能力现代化，全面建设社会主义现代化国家。会后，全国人大宪法和法律委员会、常委会法制工作委员会通过多种方式征求各地方、各部门和专家学者意见，两次在中国人大网全文公布草案征求社会公众意见。根据全国人大常委会组成人员的审议意见和各方面意见，对草案作了修改完善，主要是依照宪法规定对草案结构作了适当调整，充实了全国人大及其常委会、有关专门委员会在国家发展规划方面的相关职责和工作，完善了规划的指导思想、规划体系及相互关系等规定。
